Gov. Newsom signs bill making universal vote-by-mail permanent in California

Gov. Gavin Newsom’s signature Monday on Assembly Bill 37 makes California the eighth state in the nation with a law on the books requiring every voter to be mailed a ballot.

The law takes effect in January and will require ballots to be mailed to all voters for statewide elections in June and November. AB 37 also applies to local elections, potentially improving turnout in community contests but also increasing costs, given that vote-by-mail ballots are provided with prepaid postage.

The postal union knows who lives where, so they know which ballots are extras.


I mentioned before that I used to deliver campus mail long ago at a large university. Sorting and delivering we would all see which guys were professors who got their Playboy issues at work instead of home, and who got John Birch Society and Socialist Workers Party or Communist Party USA mail regularly and replied to it. Plus “The ———Party Thanks You For Your Donation. Read the important note inside.”

So must be common for today’s city postal staff to know it all, too. And decide to deliver, route or “lose” mail, or accidentally mangle it with black ink from a belt drive and “we’re sorry this happened to your mail.”
