Did they ever report on which side actually won the Cold War, after the Wall came down? All I remember is the wall coming down...I don’t remember anyone saying that the West won.

So the ten commandments are no longer valid in the land of Luther? Thou shall not steal, unless you are in power? Already here in the “good ole USA.”

Are they ignorant of how the free market works?
Do they not understand that only the free market will ensure an efficient supply of housing?

It looks like they are wishing for the good old days of East Germany apartments.
The rents stayed frozen while the buildings slowly deteriorated into crumbling piles of rubble.

If the rents are unaffordable, who is living in these apartments? Aren’t they just empty?

fully predictable. People will vote for their own self interest when it is a short term solution to their survival. They might think about it if they conservative or liberal if it involves principle.

Will they organize a small region in which capitalism and private ownership is still respected? Maybe build a wall around it so it doesn't disturb the rest of Germany.

Rents are mostly based on supply and demand after they reach the point of expenses and some profit for all the hassle.
If the rents are actuality extreme compared to expenses then Obviously there is a supply problem. This would drastically increase the supply problem.
Eviction freezes in the US have drastically decreased the number of new rentals available. Because anyone landlord who is smart gets out when they have the chance. Smaller rental properties are converted into non-rental properties.
