I don't think you understand how the judiciary works in this country. Only obumber and bush judges that support the deep state can do that. Any judge left, that supports the rule of law, is only there for appearances. They never actually hear these cases because they are fully occupied in traffic court.

According to this graphic, almost every state is averaging 50% fully vaccinated people. No state has reached 70% fully vaccinated. Red states do predominantly have lower rates but even places like Illinois and California have less than 60%.

It goes without saying he’s punishing red states for being red states, not because other states are obeying him more.
