I agree that the greater enemy was at home, but I don't think he refused to fight. His government (cabinet, advisers, Congress) was so riddled with traitors there was little he could do. If he ever gets back (which I doubt) he needs to go full "spoils system" and get rid of anyone who is not vouched for by himself.
