There is a reason for these urban flash floods. And it is almost nothing to do with weather or climate.

Urban/suburban development necessarily takes forrest and field from permeable ground to impermeable. Where river bottom would ordinarily allow acre feet of water to spread out and slowly meander downstream through the watershed, today’s civil engineering is all about collecting and discharging (quickly) runoff from strip malls, roadways, urban streets and developments.

What is created is a series/succession of mini flash floods that aggregate.

Small wonder that the storm water systems are overwhelmed. The downstream culverts and waterways were never designed to handle all of the runoff from the new, upstream development of the past 5 decades and more.
