Absolutely could have happened - you are right.
My son-in-law in Summit New Jersey just west of NYC got caught in his BMW in a flash flood. He was able to get out the window and get away from the water - many were not so lucky.
The BMW is toast.

Probably black-listed due to what they do. But then that’s ok for the pointy-nosed libertarians here, since insurance companies are PRIVATE and thus can do as they please in areas that the government is forbidden, even when they have monopolies.
Companies are profit and finance driven, and with Texas suddenly experiencing a run of hurricane damage, property insurers are ill-prepared and lack sufficient claims reserves. The result is that they look for every reason to delay and deny claims with little consideration for customer good will.
Oddly, my brother told he that the South shore of Long Island barely got touched. Most of the fire departments on Long Island are volunteer. Towns on the south shore were sending trucks and crews up to help get people out of their flooded homes.
Folks that were living in basement apartments in Queens died from drowning. Apartments filled up so fast they couldn’t get out.

That's rich. I ask whether a middle-of-the-night Tweet has been verified, and I am vilified. I'm not a Twitter member, but that doesn't prevent the rest of the world from believing everything they see on Twitter. Interesting that O'Keefe has a Twitter account.
There is a reason for these urban flash floods. And it is almost nothing to do with weather or climate.
Urban/suburban development necessarily takes forrest and field from permeable ground to impermeable. Where river bottom would ordinarily allow acre feet of water to spread out and slowly meander downstream through the watershed, today’s civil engineering is all about collecting and discharging (quickly) runoff from strip malls, roadways, urban streets and developments.
What is created is a series/succession of mini flash floods that aggregate.
Small wonder that the storm water systems are overwhelmed. The downstream culverts and waterways were never designed to handle all of the runoff from the new, upstream development of the past 5 decades and more.

I’ve been with 3 insurance companies since 1972. Was with State Farm from 1972-around 2000; they jerked me around on a roof claim, I went with Texas Farm Bureau until late last year; they jerked me around on 3 issues. Now I am with Farmer’s. Normally the Agent is the key to keeping them honest.
The local bank president (we grew up together) got the same treatment from Texas Farm Bureau, he called in a roofing expert who told them they were crazy and they paid the claim. I did not do that, but the agent was no help.
I’ve never had an auto claim in my life.
I don’t owe anything on houses or cars. If they don’t take care of a reasonable claim, why do we take insurance?
People who owe on a home or a car have no choice. You have no choice on a car, you must carry a minimum of Liability Insurance to register a car.
I hate dealing with attorneys. Avoid them where possible.
Have you noticed there have not been cries and alarm from the Insurance Industry during the Riots? Is it possible the Federal Government made them whole on the 3+ Billion dollars they paid out?

Yes, the insurers were made whole after the riots. Your experience with insurers is all too common. High power marketing is used these days to remedy ill treatment of customers. That cute gekko, Flo and her ditzy sidekick Jamie, and that emu and his pal Doug are enablers for rotten treatment of customers by insurers.
