Not sure but my brother lives in the North Shore of Long Island. The north shore and southern Connecticut got hammered with the rain and floods. He told me they got so much rain, so fast that the water had no place to go. Weather they don’t ever experience.
So quite possible this happened.

Deductibles and exclusions limit payouts in insurance coverage, and flood insurance may be unavailable or neglected in areas in which floods are rare.

Quite true. Bankruptcy is often a consequence of such delays, with insurance companies seeming to calibrate the delay so as to inspire enough desperation so that their insured accepts a major discount of their claim.

Or no payment at all. Deemed to not have coverage.
I switched coverage because of it. They denied coverage because of a wind driven rain exclusion in the policy. The devil is always in the details.
Insurance companies are NOT your friend. And many are NOT honest.
It is worse today than in past.

Florida has an especially tricky property insurance market. Due to hurricane risk, insurance companies cannot price their coverage with confidence and have to rely on building reserves or on expensive reinsurance treaties that provide coverage for the insurance company if a hurricane hits and causes massive claims. Meanwhile, insurance company foot dragging and claim discounting intermittently leads to legislation to make claims easier, which in turn invites fraud. In recent years, many property insurers have dropped out of Florida, which leaves many homeowners unable to obtain property loss insurance in the commercial market.

This is a company issue. Texas State Farm Insurance is a terrible company, and I understand that they are having a very high turnover in underwriters. Story is too long to explain here. But it cost them policies on 3 homes and 4 auto’s. And lots of bad will.
But I am stuck fixing my father’s roof.
