Cantrell urges people to remain sheltered, implementing anti-looting protocols in darkened city

“It’s unsafe,” Cantrell declared before introducing NOPD Chief Shawn Ferguson, who echoed Cantrell’s sentiments and said the police will be mobilized to keep troublemakers off the streets.

I get the impression that’s exactly what the mayor was saying. Most of the citizens of New Orleans did not evacuate. At least she sounds as though she’s not playin’.

Jemima is right about one thing. It is a "darkened city" and has been so for sometime. Looting comes with the territory.

There is a lot of truth to this. The famous “black guy with beer” picture - how do we know that he hadn’t salvaged the most important thing for survival in his nearly underwater home? I can think of a good number of white people who would do that under the same circumstances, who might have a lot of beer and zero bottled water at home; you have to drink something and the water system was gone at the time :)

The guy in the picture, if he’s still around, could clarify this.
