Cantrell urges people to remain sheltered, implementing anti-looting protocols in darkened city

“Conditions are still severe throughout the city of New Orleans,” Cantrell said before outlining the gravity of the power outage that left 100% of Orleans Parish in the dark.
“It’s unsafe,” Cantrell declared before introducing NOPD Chief Shawn Ferguson, who echoed Cantrell’s sentiments and said the police will be mobilized to keep troublemakers off the streets.

There is a lot of truth to this. The famous “black guy with beer” picture - how do we know that he hadn’t salvaged the most important thing for survival in his nearly underwater home? I can think of a good number of white people who would do that under the same circumstances, who might have a lot of beer and zero bottled water at home; you have to drink something and the water system was gone at the time :)
The guy in the picture, if he’s still around, could clarify this.
