I hate to remind people of this but, no war is won by killing military members or Guerilla combatants alone. Ever. Every war that ever resulted in unconditional surrender was won by pulverizing the nation. The true way to win any war is to break the will of the people. The populace. Not just to kill their military members. If the general population feels relatively unthreatened and suffers minimal/tolerable consequences then the war with that country will never end.
Think, Carpet Bombing Germany and Nuking Japan. This is the ONLY way to decisively win a war. Hate the entire idea of this as you will but, it is the TRUTH. If you are unwilling to engage in total warfare then do not engage in it at all!!!

These two sentences are new information to me:

If the terrorists were building/staging bombs in an apartment complex then they bear responsibility for people killed in the explosion.
When you get multiple secondary explosions from a hit, it's gonna do a lot more damage than the warhead would alone.
