Sort of. At the moment travellers entering Australia from overseas are being quarantined in hotels for 14 days to ensure they don't spread COVID into the community. This hasn't worked well - there have been a number of leaks. So a purpose built facility that won't leak as easily is being built. Calling it a 'camp' is pretty misleading though.

This bit is totally incorrect. This has nothing to do with people are vaccinated or not. It is about quarantining people coming in from outside the country until they are considered COVID free.
Vaccination is voluntary not compulsory except for people working in a few industries (liked aged care) who are required to get vaccinated to keep their jobs. At some point in the future, it is possible there might be some rules introduced that distinguish between vaccinated and unvaccinated people but we're months away from that and they certainly won't be as extreme as locking people up. It might mean you can't visit restaurants or something like that - we don't know yet.
