Russia said Tuesday that the Taliban's initial assurances since completing their military takeover of Afghanistan have been a "positive signal" and that the militants are behaving in a "civilized manner."
Moscow has been cautiously optimistic of the new leadership in Kabul and is seeking contact with the militants in an effort to avoid instability spilling over to neighboring ex-Soviet states.
"I consider it a positive signal that the Taliban in Kabul are declaring and in practice showing their readiness to respect the opinion of others," Russian Foreign Minister Sergei Lavrov said.
"In particular, they said that they are ready to discuss a government in which not only they but other Afghan representatives will also participate."
Lavrov told a meeting in Kaliningrad that Moscow wanted the formation of Kabul's new government to be an inclusive process.
"We support the beginning of an inclusive national dialogue with the participation of all of Afghanistan's political, ethnic and religious groups," he said in comments carried by the state-run Rossiya 24 television channel after the meeting.
Later Tuesday Russia's ambassador to Afghanistan Dmitry Zhirnov met with the Taliban in Kabul, hailing on state television a "positive and constructive" meeting.
"They are currently engaged in restoring order in the city and have succeeded in this," Zhirnov said in an interview from Kabul with Rossiya 24.
He said that the meeting was of a practical nature given that there is still no central authority in Kabul, just a "de facto senior Taliban" member.
He admitted that the Taliban can be "tough" — even shooting criminals, he said — but rejected that there would be a "bloodbath" that "many Westerners" had predicted..

I’m certain that the Russian military will be there very soon in the form of military trainers, examining all of the U.S. equipment seized and eventually teaching the Taliban how to effectively use, the weapons and equipment, including aircraft against their enemies.

On paper, the air war over Vietnam should have been a grossly one-sided contest. The U.S. Air Force and Navy, the strongest air arms in the world, opposed the jets of the Vietnam People’s Air Force, averaging 70 warplanes in the early years of the air war, and peaking at 200 near the end.

More or less. To be clear— the Russians don’t much care about how the Taliban treat their own people. They care about not having unrest and muslim insurrection in the “stans bordering Afghanistan to the south and Russia to the north. They don’t want any more Chechnya’s. Beyond that they will be glad to do business as usual. Same with China, who will be glad to get their hands on Afghanistan’s mineral wealth including rare earths. And the chance to extend their Belt and Road projects to the borders of Iran.

Yeah, the Taliban are restoring order. I bet. By going house to house? That’s what we are hearing. As soon as they cut off the citizens’ wifi and cell towers, we won’t hear of any more atrocities. Our administration will then pronounce that none are happening. Please, Lord, have mercy on our country and the people of Afghanistan. Show Yourself to them, that they may know that You are God, that Jesus is their only help. That then, though they be killed, they shall yet live with You eternally. Show them that allah is no god, and cannot save them. Amen.

Russia has entire brigades of GRU Spetsnaz that are Chechnyan. Some allegedly engaged our forces during the WOT in Afghanistan test our capabilities. And many are embedded with this version of the Taliban.
Actually, heads rolling down the street can be quite effective in restoring order.
