I suspect it was accidental due to the sheer incompetence of the Biden administration and the people who work there. They were so eager to get a picture out on Twitter to try to impress the idiot millennials and others who love him, they let some idiot snap a picture and never ran it by the necessary people to make sure it was safe to publish.
