We need STATES and GOVERNORS to declare this.
We’re free and independent states who’ve freely joined together to form a united states of America; then willingly elected officials to oversee the union and manage it. The states never gave up their individual rights to govern themselves.

There something like $47 billion in renter relief unused in the Covid bill for just this sort of thing. Only 3% of the original funds have been spent.
