Yes, the second shot appears unnecessary , but I believe was partly due to firearms training instincts and officer reaction to stop the threat of a perceived gun.
But, as usual, the city threw the officer under the bus.
Suddenly, out of nowhere “his gun” is introduced. The writing is a confused mess, but it becomes clear it is the deceased’s gun.
As you read further, you find the deceased was fleeing the officer and ditched the gun “so he wouldn’t get shot.”
It doesn’t add up.
