We’ve lived through some AWFUL politicians and “leaders,” but this is the first time the USA has become a kakistocracy (a system of government that is run by the worst, least qualified, and/or most unscrupulous citizens).

That he was prepped for the question, a relatively simple one at that, and still couldn't manage an answer, shows just how cognitively limited he is. And his handlers know this, and made sure he had notes in case he couldn't remember.
I had to watch the mumbles 5 times but I think he said he just had a briefing and I assume those were his notes from that briefing.
