Seems everything is staged these days. He seemed to say “uh...” a lot (I had to watch the Twitter version because the Daily Wail is loaded with so much advertising).

Biden just happened to have the notes in his pocket to answer that particular question.. That he was prepped for the question, a relatively simple one at that, and still couldn't manage an answer, shows just how cognitively limited he is. And his handlers know this, and made sure he had notes in case he couldn't remember.
