On July 1, 2021, the Hennepin County District Court issued a Writ of Mandamus which orders the Minneapolis City Council and Mayor Jacob Frey to “immediately take any and all necessary action to ensure that they fund a police force” of at least 730 sworn officers, or more if required by the 2020 Census to be published later this year, by June 30, 2022.
The City had projected that the Minneapolis Police Department would only have 669 sworn officers as of June 1, 2022, so the order requires the City to take strong, immediate measures to increase its hiring substantially above what it had planned for 2021 and 2022.

I can’t even imagine the crew of misfits the good people of Minnesota are about to hire. It’s both sad and satisfying to see this stuff happen to the naive good souls of Minnesota.
Mogadishu on the Mississippi needs more than just 60 additional officers. It needs like 2,000 National Guard at this point. Or just nuke it from orbit and start over.
I suspect that they will end up hiring a bunch of “former” gangbangers, mental defectives, and sadists.

There is no formula for the correct number (or skill set) of law enforcement.
According to the city's charter, it must fund a police force of at least .0017 employees per resident. City attorneys argued the charter refers to the most recent decennial census, which would still be the 2010 census. However, the filing states attorneys for both the petitioners and the city agreed to have the court use the census's 2019 population estimate of 429,606.
