If the court could order them to hire more cops, they could order them to hire less bureaucrats, etc. Until the City of Minneapolis is operating under a state mandate, as has happened in other places like Atlantic City New Jersey, that court order is meaningless.

There is no formula for the correct number (or skill set) of law enforcement.
