Problem is when they start hiring police, they will have to settle in many cases just to fill the roster (quota) with the criminals themselves. Why not get a stipend to do the same crimes the criminals do? For the criminals, that’s good business sense. No one says they have to shoot the murderers or rapists when they can shoot the other direction at the cops at some point which will alleviate the need for a letter of resignation.
