Putin signs law requiring tech giants to open offices in Russia

Russian President Vladimir Putin signed on Thursday a law obliging international tech giants to open offices in Russia.

From Jan. 1, 2022, internet companies, whose daily audience exceeds 500,000 Russian users, will have to create branches, open representative offices, or establish legal entities in Russia, which will "fully represent the interests of the head companies."

The preliminary list includes 20 platforms: Facebook, Instagram, TikTok, Twitter, YouTube, Twitch, messengers WhatsApp, Telegram, Viber, email service Gmail, search engines Google and Bing, hosting providers Amazon, Digital Ocean, Cloudflare, GoDaddy, online stores AliExpress, Ikea, Iherb, and the free online encyclopedia Wikipedia.

Separately, the Russian president ratified the agreement of the Commonwealth of Independent States (CIS) on cooperation in cybersecurity.

Not sure they can be compelled to.

However i forsee some doing it to fulfil the letter of the law. A closet in a fifth floor brezschnevka somewhere.

I think it’s great. They need to send American employees too so they can see the fruits of communism. Most of the people working in tech aphate America, I’m all for them being educated in reality.

He has a kill switch. So, if they want to do business in Russia, they play by his rules. The problem I see, is now every country will pass a law requiring offices.

The purpose of this is to extract money from them. Also, it will give Russia editorial control. Somebody says something anti-Putin, bad stuff happens to the responsible techy.

There is no appeal to a Russian court.

That fear has been fully realized in the U.S. The Russian boogeyman does not exists and does not pose the threat your own government does. In case you haven’t been paying attention.

I was having lunch with a high level official, a friend who made it into top state politics. We were talking about General Flynn. A lawyer, he said, (approximately) “I wouldn’t even have a pleasant conversation with an FBI agent. The risk is too great. I’m surprised it took this long. Social media are no different from newspapers or radio-stations of old. What country would let foreigners control all their newspapers or radio (or TV for that matter)?

Of course they can be compelled to. If they refuse they can be blocked and criminalized. And tech moguls would need to be a bit more careful as they travel around the world, sail on yachts, and fly. They might wind up arrested and extradited.
Guess who set the precedent dozens of times?
