Umm, the real threat of Pearl Harbor was that it was a surprise attack. If you are doing military exercises off the coast of Hawaii, you’re not going to surprise anyone if you attack Hawaii...

The big difference is in 1941 America was still America, had the fighting spirit and will to survive and prevail. Leadership politically and ESPECIALLY militarily was on an entirely different plane then today. Half the country hates each others guts and wishes profound calamity to the other half and vice versa.
