On 16 June, 2021, Governor Greg Abbott signed HB 1927, the Texas Constitutional Carry bill. Governor Abbott will have a separate signing ceremony on 17 June at 11 p.m. From the texan.news:
The governor’s office released a media advisory stating that Abbott would sign HB 1927 and several other pro-Second Amendment bills during a ceremony at the Alamo on Thursday.
Constitutional Carry is a reasonable approximation of the state of the law when the Second Amendment was ratified in 1791. At that time, no permit was needed by any state or the federal government, to carry weapons, openly or concealed, in the United States. Activists and Second Amendment advocates have been working to pass Constitutional Carry in Texas for several legislative sessions.
A source close to the matter informed me the Texas Rifle Association, Gun Owners of America, and the National Rifle Association all worked together to pass Constitutional Carry in 2021. Grassroots support had resulted in some Republican opposition being primaried. Changes in Republican leadership positions resulted in a Speaker of the House, Dade Phelan, who was an enthusiastic supporter of the Bill.
The Republican base, under the leadership of Allen West, put considerable pressure on Lt. Governor Dan Patrick and Governor Greg Abbott, who became strong supporters. With the support of these three political power hitters, the bill was able to overcome strong Democrat opposition in the Senate, passing on a party-line vote of 18 Republicans to 13 Democrats.
The Texas law removes the requirement for people 21 years old and above to have a permit to carry loaded modern handguns in most public places. Other than during Reconstruction, Texas had never required a permit for the carry of long guns; Texas lost the right

HOORAY Gov Abbott
Worth watching to see how committed the Republican leadership is to this action.
Any action like this is warranted, but especially now.
There should be no restrictions on law abiding Texans to carry firearms. Our state is being invaded by 1/2 of the third world and no one knows who the hell these people are.
The DPS is tied up at the border and the county sheriffs can only cover so much territory.
I hope Florida is next.
He’s been governor how long??
The problem was that the Repub legislature never let it go to a governor vote before. Always died in committee first thing. It’s a minor miracle that this passed while it can now.
“He’s been governor how long??”
Correct, governor, not DICTATOR. If you think RINOs are bad in DC, you have no clue as to what infests state government here.
21 states — impressive!
How many states does it take to get a Constitutional Amendment ratified? Because we could be close to getting Constitutional Carry ratified as an actual Amendment to the Constitution!!!!! Wouldn’t that be something? [/s]
3/4s of the states in the United States are required to ratify an amendment to the United States Constitution. Therefore, out of 50 states, 38 states or more are required.
This Ping List is for all things pertaining to infringes upon or victories for the 2nd Amendment.

He doesn’t seem at all proactive, except now that reelection looms.
And the average Texan is still pissed about the freeze and power issues. Bush/Perry/Abbott have all been a part of that. I’m glad there’s no election this year or next cause I think it would be a dem sweep in TX.
Thanks. But I was making a joke — we already have a ratified Amendment to the Constitution which recognizes our right to Constitutional Carry. It’s the Second. I see great irony that we have to have states pass legislation to recognize what we already have. And we don’t have 50 states recognizing it. We don’t have 38 states recognizing it. We only have 21 states recognizing the right that all already have.
Isn’t that something?
I think we could get to 30 states with Constitutional Carry in a decade, 34 in 15 years.
Louisiana is probably going to a Veto session, and Constitutional Carry may pass there.
Indiana came very close this year.
Ohio and Pennsylvania both had bills make it out of committee.
Reasonable candidates include:
Alabama
Indiana
Louisiana
Nebraska
Wisconsin
North Carolina
South Carolina
Georgia
Michigan
Ohio
Pennsylvania
Florida
Virginia
Yes, it is, considering only 18 years ago, there was only 1 state recognizing it.
It is a revolution in the States, from the bottom up.
It is one of the things which lead to the Trump Presidency.
It is an example of why the Deep State is resorting to increasingly desparate measures to retain power.
Which is going faster, const carry or licensed? Licensed just exploded from 1990-2000. Think this is going a bit slower, but great to see another and much better way.
“He doesn’t seem at all proactive, except now that reelection looms.”
At one point recently, the state House was something like 90 to 60 Democrat. So what happens next - the entire House (all 150 members) gets to vote on a Speaker who is essentially dictator there. And what happens with the Republicans? - a small group (just over 15) put forward a total RINO Leftist and then vote with the Democrats to make him Speaker. So everything becomes DOA in the Texas House.
Not much Abbott could do about it.
In 2013, there were five Constitutional carry states. Four of them were also Shall Issue.
Today, there are 21 Constitutional Carry States, 21 Shall Issue states, and 8 "may issue" states.
Great updated map, thanks
