The legitimate software vendors get to charge more for maintenance, sell security software, etc. It is a "That's a nice computer system, it be a shame if anything happened to it." Right now if you pull off a big hack you get a great job being paid prevent others from commuting the same crime or so that they an perpetrate the crime on others.
if they started executing hackers you'll see a lot less hacking.
