There are 40 frigates in the pipe. Just not next year. There are 5 more Ford class carries in the pipe, just not next year.
The article is somewhat misleading
4 ships for the fleet, 4 for the admirals to party on. They just cannot think of any multi-billion dollar boondoggle toys to waste money on - they’ve done all of that with the Ford, the DDG-1000, and the LCS classes. So its on to party boats one for each of the currently navy recognized sexes.

According to some Navy sources, the type 092 submarines are very noisy. From the propeller cavitation to the water pumps on the reactor.
Other noisy stuff is opening the torpedo tubes..

Fewer warships? Phooey, who cares. The US is not going to war with China anytime soon. And why should the US taxpayer finance policing the world?
How about investing more in manufacturing and bringing jobs here and not being so dependent on China. All these fancy military doo-das that billions are spent on are a waste of money if our middle class is being hollowed out.
Targeting isn’t as easy as you believe it is. A ‘hypersonic ballistic missile’ can’t differentiate between a Cruiser and a Japanese car carrier half a NM away.
Actually surface ships die quickly when confronted by a sophisticated enemy ours and theirs alike. If you are technologically advanced and can see it from space in real time, you can kill it. Surface ships are hell on earth against an unsophisticated enemy and have their place.
What we really need is many more hunter killer subs with cruise missiles that can be nuclear or conventionally armed. The cruise missiles gives them a 1000 mile radius kill zone against land targets. Their hunter killer capability takes out surface ships.

The best bet would be for a patriotic billionaire to create a huge fleet of small, modular boats, each of which can carry a single weapons platform. Like a boat version of the military hummer. But not designed for support, but for attack.
As unassembled modular shells, an ordinary cargo ship might carry 50 of them to an unassuming forward area, where they could be quickly assembled, fueled and armed when it looked like hostilities were forthcoming.
After the highly successful PT Boats of WWII, the class was renamed Fast Attack Craft (FAC). But the US Navy could not help itself but to lard them up with weapons, equipment, and expense, which goes against the concept.
North Korea has some 300+ FACs. Iran has many as well.
But the idea of an unexpected private reserve fleet of them suddenly appearing on the battles flanks would upset enemy planners who had not and maybe cannot calculate their effect.
Bigger problem finding shipyards to build them. The U.S. has two shipyards building destroyers, two building subs, one building carriers, one building large amphibious ships.
