DOH, they are talking about NYC, in New York state, not Toronto. Which becomes more evident when the entire paragraph

The men displayed the sign on the second deck of the stadium, first base side, during the second game of a doubleheader against the Toronto Blue Jays. As one might expect from one of the bluest cities in one of the bluest states in America, the display was not greeted warmly by fans.

I heard a few boos and a fair amount of cheering in the clip
I saw.

I guess it isn’t political when players and coaches kneel on
the field before the game.

...and any support for BLM shown there, no that couldn’t be
political.

The major league doesn’t allow banners. It’s just that there
is a double standard if the team can promote politics on the
field.
