Schumer strikes deal with Crapo to save China bill

Senate Majority Leader Charles Schumer (D-N.Y.) has struck a gentlemen’s agreement with Sen. Mike Crapo (R-Idaho) to allow a vote on his trade deal with Senate Finance Committee Chairman Ron Wyden (D-Ore.) as an amendment to a China competitiveness bill.

The amendment has a good chance of passing, and the breakthrough between Schumer and Crapo means there’s now a chance the competitiveness bill, which has been renamed the Innovation and Competition Act, could pass Thursday.

Perhaps, but the name is pronounced with a long A (Kray-po). His father taught at the law school I attended and was struck down at a fairly young age with acute leukemia.

Hmmm... Quick read, the bill seems alright. This really might have bipartisan support. It is about building chips in the US and confronting China.

What’s wrong with it? I haven’t studied it.

That’s an Americanization; the original name was “Crapaud” and would have the scatological-sounding pronunciation.

“Requires country of origin labeling for products sold on the internet.”

“Requires U.S. to engage with international financial institutes on issues surrounding debt relief, particularly those countries most economically effected by the COVID-19 pandemic.”

“Prohibits federal agencies from procuring covered unmanned aircraft systems from covered foreign entities including entities domiciled in China or subject to influence from the Communist China Party.”

Well, I won’t have to worry about federal drones spying on me.

“Establishes a new state competitive grant program aimed at increasing K-12 students’ access to computer science education and opportunities to develop computational thinking skills, including students who are underrepresented in the computer science field. Authorizes such sums as may be necessary for FY 2022 – FY 2026 for the program.”

Some schools get all the federal funding.

“Authorizes $252 million for the Antitrust Division at the Department of Justice and $418 million for the FTC.”

If it contains money for semiconductor factories to be re-shored . . . Intel spent billions on stock buybacks prior to the Wuhan Flu crash, but now they’re getting freshly printed USDs from the gov’t to do what they should have done 10 years ago.
