All to plan. First you demoralize and eventually those doing their job leave. Suddenly the left decides law & order should be on the front burner. The depleted ranks are filled with mental misfits and others with no business carrying a weapon much less exercising state authority. Voila! You have the core group for those who will gladly kick in doors searching out enemies of the state et al.
A brother-in-law worked as a cop for SFPD. Couldn't stand patrol duty, as he was partnered with a female cop who didn't pull her weight. Had to deal with creeps leaving crap, vomit and drugs in the back seat. Finally was able to switch to motorcycle duty and was extremely happy and retired from the motorcycle unit.

Many, many years ago when I played in HS basketball there
were often only one ref. Also the girls played half court back
in those days.
He became a cop in the early 1970's, a different time than now. We were roommates when young renters, and he later married my wife's sister after he became a cop. The only negative thing that happened as a motorcycle cop was when he lost control going over a drawbridge in SF and got injured when the bike slid. Other than that, he was happy.
Drive around Austin from 10:00 am to 14:30pm, then leave town.

It’s Texas. Everyone but the liberals in Austin has guns. Those folks will be able to take care of themselves.
Outside of that, the biggest problem with this is the fact that those that are chasing this, will move. And like the aliens in movies, destroy the next place they move to.
