and the way it is written. 100% its an inside job.

Sorry that is how bureaucrats talk and NOT hackers. Moreover, where they left it and it is found.

So obvious now.

Also, bad guys by definition aren't full of truth. What's to say this message isn't intended to throw people off their trail?

I'm not doubting your assessment. It is certainly plausible. The bigger message to me should be that everyone's "smart home" can be shut down, too....your Roomba can become a video camera for criminals. Lots to learn here.
