He allowed confirmed positive staff to continue to report to work until mid-May of last year.
But nobody ever mentions that.

A smart order would have been to send them to the Javitz Center or the hospital ship.
Cuomo politicized it by refusing President Trump's help by leaving those facilities empty so that Trump wouldn't get credit.
