Two points:
This is almost certainly not the first time this teacher has been doing this, only the first time that he has been caught.
The Catholic school system in Ontario, being taxpayer-funded (a long story stretching back before Confederation) is, as a result of taking Caesar's coin, as corrupted as the public system.

I don’t know from the still, but if he mindlessly “adjusted himself” while on camera, the reaction was probably far more damaging. Once you put in people’s mind Jeffrey Toobin instead of a baseball player, you can’t bleach people’s minds.
Pearl clutchers: we “adjust ourselves” all the time. There’s nothing sexual about it. Sometimes it’s just because of randomly occurring erections (and yes, they occur for reasons having NOTHING to do with sexual arousal), but often it’s just because a piece of skin gets in an uncomfortable pinch. We just try not to do it in public (except baseball players).
