I had dinner in The District last night. After dinner, when making my way back to 95, I was passed by at least 30 youths on dirt bikes and ATVs, no lights, no license plates, and half of them doing wheelies down the middle of the road. For some reason one or two of them even turned around and came back against traffic. No law enforcement in sight. But no dancing at wedding receptions!
