It called for a major effort in key areas and “choke point” areas, gathering “elite forces,” and striving to realize the strategic change “from following to running ahead and leading.”

Easy enough solution for the Chinese. Pull random employees off the manufacturing line and execute them in front of their colleagues to encourage higher production. Future NASA scientists would hang slow employees from the rafters to encourage production.
China hasn’t had an original idea since Christ was a cadet. It’s current “skyscraper” is built on intellectual property theft, spying, and CCP partnership with Western Cos. doing business in mainland China. China is a total joke when it comes to original innovation and ideas from its own hands. Don’t kid yourself.
