Chicago cops may soon need permission before chasing a suspect on foot

CHICAGO - Mayor Lori Lightfoot is considering a momentous change to Chicago police procedure: requiring officers to get a supervisor’s permission before beginning a foot chase.

"No one should die as a result of a foot chase," she said.

The mayor promised to announce details of a new policy "soon."

The issue gained new urgency after an officer chased and fatally shot Adam Toledo. Video of the incident shows the 13-year old dumping what appears to be a firearm a split-second before he turns and raises his hands. Toledo apparently was handed the gun by Ruben Roman, who allegedly had just used it to fire eight rounds at a passing vehicle. Apparently, no one was hit.

Personal injury lawyer Arturo Jauregui called a news conference to urge reform.

"This is a tragedy that could have and should have been prevented had the police department had clear procedures governing the use of lethal force against children during foot chases," Jauregui said.

Rewriting police policy on all foot chases has now become a hot topic at City Hall. Alderman Brian Hopkins says an official in the mayor's office told him officers could soon be required prior to a foot chase to do what is now required before a vehicle chase: getting permission from higher ups.

"Of course that raises obvious problems," Hopkins said. "In the time it would take to do that, the person you're supposed to be chasing is actually long gone. The point would be moot then."

Hopkins noted one unintended consequence of the vehicle pursuit policy.

"We're seeing more vehicles flee from police officers because word has gotten out that they're probably not going to get permission to chase you," he said.

The left wants violent criminals, most of whom are black, to get away from the police. That’s what the mayor wants. She/it is therefore responsible for the fleeing criminal’s actions, no matter what they are.

“Fixing things” pretty much requires writing off 2 or 3 generations of a very particular subset of the American population. Except for very specific individual cases who manage to drag themselves out of the cesspools decades of utterly ruinous policies have created there’s no saving the vast majority of them.

Saying that out loud used to bother me. It no longer does.

Ditto. After the Chauvin trial, it's obvious to LEOs that ANY action against a suspect can result in a
felonious assault charge. That risk can result in loss of career, loss of personal freedom,
and risk of death while incarcerated. He// with that..

Black America has determined they have the right to flee. There is a corollary right interpreted by criminals as mandatory, to resist arrest.

The cops have no rights. They have no civil rights to a safe workplace. They have no right to avoid bodily harm during arrest. If the criminal chooses to ignore a verbal order, the cop is powerless to enforce the arrest.

Fleeing on foot or in a vehicle is in its self a violation of health and safety laws insuring police have a safe work place.

No, the arrest can not be conducted in a safe manner. Defense attorneys who are the root of the present problem will continue to chip away at any procedure until it is abandoned.

America is now Africanized. Minnesota is Zimbabwe

The obvious answer is that many cops will not bother anymore, since nothing good will come from doing the job. As always, the impact of the new no-chase without permission requirement will fall where all other “reforms” fall - on the heads of the law abiding citizens. Add to this new potential “reform” the removal of qualified immunity and policing as we know it will end. No cop in his or her right mind will take the risk of losing everything simply for doing the job. Those who remain on the joh will sit in their cars and watch the world go by.

The only thing wrong with this idea is the fact that the wealthy liberals, that are most responsible for what it is going on in the country today, have the ability to move.

And when they move, they just destroy the next place with their nonsense.

If this is what the Mayor and people of Chicago want, I think it’s awesome. Supervisors won’t have to worry about a beat officer asking permission to chase because they’re not going to ask. Less work for them, when all they have to do is write a report.

Places like Chicago are going to become so 3rd world they will be inhabitable.

Interestingly, the liberals and radicals, like DeBlasio, have this fantasy in their heads that the rich folks will stay and continue to pay the bills.

It may turn out to be a blessing in disguise for cops. No need to risk your life and career trying to apprehend some punk. (Ferguson Effect will become official policy.)
Of course if will be a disaster for poor communities but who cares?

Not all crime happens in the Hood.
The ferals will be all over the Magnificent Mile and the Gold Coast, North Shore neighborhoods jacking people with no fear of apprehension.
