The initial optics look bad but indications are he had a gun which he threw behind the fence. When he lifted his hands the cop had no idea he had tossed the gun.
He likely thought he was being clever by throwing the gun away and looking unarmed when he raised his hands but the cop couldn't know what he had done.
He made the mistake of ditching the gun in a sneaky way.

Also, the police's claim of Adam's shooting being an 'armed confrontation' was countered as in the video footage Adam appears unarmed. Yep, he was an outstanding young man.

He also hid his right hand by turning his body to the side—the hand that the officer thought held the gun. Then, in a flash, he raised both hands without warning. The officer thought he raised his hand to fire the weapon. He had a split second to determine if he was going to get shot.

He positioned himself by the fence to conceal tossing the gun.
While he may have believed he was being clever hiding his actions in tossing the gun the cop, not having seen him tossing the gun, couldn't know he tossed the gun.
Had he dropped the gun in sight of the cop he might still be alive.
