In my area (Greater Seattle) the two major roads built since my youth were the I-5 freeway through Seattle (north-south), and Highway 405, also north-south through the East side (Bellevue, etc.) I-5 mainly affected downtown and white neighborhoods, and bypassed both the black and Asian communities. Highway 405 went through an area that was mostly a white, rural, farm area at the time. It cut through a dairy farm across the road from my uncle's house.

Not necessarily. The I-5 freeway passes through central Seattle, and housing on the East side of the freeway is elevated, with a great view of the downtown area of the city, Lake Union, the southern Olympic Mountains, and the sunset. There's a lot of pricey housing along that corridor.
