The last mayor of Baltimore worth his salt was William Donald Schaefer. The city thrived. Ever since the attitude is “ we gots the keys to the plantation and we can do what we want.” Last three mayors ( women) were all convicted of felonies.

New York City has been dying since the 1960s. The exception under Rudy Giuliani was due more to the DotCom boom than policy.

It's inevitable. A city, especially an archaic one, has too many limitations in the modern world.
