1. are extra reparations due for "1 million" farmers, without considering the Depression, ww1 and 2, illness or farm accidents, or even an indiviual's success or failure in marketing product?
2. If the payments were held up, or manipulated, was it done by career individuals determined not to give Trump a 'win' as we've seen across agencies?

Look what happened to the farms in South Africa after the white farmers were kicked out.
It was Zimbabwe where the white farmers were kicked out...who are now working a deal to invite them back because of the farm failures.
South Africa has yet to take the final step to take farm land as part of some political promise...it may or may not happen.
I think the story is told in a whimsical way to fit an objective. If you go state by state...the numbers go from one weird end to the other.
In a 2012 review, from California-only, out of 126,000 farmers in the state...ONLY 526 were black. I suspect if you went to states like Michigan or Wisconsin....it’s probably fewer than 300 in each state.
If you go by farm size? The USDA says that 49-percenet of black-owned farms are 50 acres or less...meaning they aren’t going to produce much. Only 13-percent of black-owned farms get into the 180 acre to 1,000 acre size...where they pull in major money. If you wanted to make a case that a significant/profitable operation requires 180 acres or more...then black-ownership is at some disadvantage, but I don’t see how the government rectifies this without taking Asians, and Hispanics into the equation as well.
I think the press is missing Trump. There was even an article in Politico about Ivanka Trump’s womans’ project ‘fraught with problems’. But the ‘problems’ had nothing to do with Ivanka, but with USAID, again, for the zillionth time, not being able to account for the money and unable to show any metrics of success.

Are we to assume that the size of the operations of the top 10% are the same as the operations of the bottom 10%? Doesn't it make sense that the payouts are not based on number of farmers but the size of each farm's operations?
