Well, the DSM is so thick everyone has some sort of mental illness. The issue would be if the guy knows right from wrong and can make rational decisions.
Granted, we as a culture are immersed in moral relativism but it’s doubtful he’s so mentally ill he did it all on impulse to kill lizard people and save the planet. The criminally insane units for life are as bad or worse than prison.

“Open restaurants, beaches and pools don’t kill people, open borders kill people!”
“Guns don’t kill people, Islam kills people.”
“A government stimulus check don’t create wealth, economic growth and a rise in productivity creates wealth.”
This is going to be Obama part II (economic malaise - rise in threats inside our borders - lots are race and other special class pandering), except he won’t enjoy the special status Obama enjoyed no matter how much he panders.

The purchase of the Ruger 556 pistol occurred in fairly close temporal proximity to the release of "stimulus checks". Perhaps that was the source of financing. His family expressed concern that he was unfamiliar with his new purchase an complained of having a jammed round while "playing" with it at home. He used it a mere 6 days after purchase.
This is good stuff; you could derive the following:
—close the “crazy” defense— legal refuge from culpability
—background checks are of limited value
—past mental health history is no reason to deny any permit
—gun owners who need MH services no longer fear stigma
—individual responsibility central
—subjective motives attributed to crime are of little use
—’paranoia’ is vague, neither disorder or symptom.
