I think it depends on where.
Here’s a perspective from Poland and Slovakia — we had strict lockdowns and masks and border controls during the first wave and our numbers were really low. What was more important was that this didn’t overwhelm our hospitals.
The second wave also didn’t overwhelm our hospitals.
Now Czechia is overwhelmed, so they are sending people to Poland and Slovakia.
This is the aim of a lockdown - don’t get the hospitals overwhelmed. The Italy scenario was horrifying.
Does it stop the total number of cases? Nope. But it does lessen it.
What does it mean for different parts of the USA? Does it make sense? Well, it depends when, where and how.
Sharp, quick localized lockdowns when a case is detected and then contact tracking in New York City for example can help.
In the rural areas? I don’t think so.
Like all things it really depends on when, where, who and how
