Lasers have atmospheric challenges at distance too. You have to be able to keep the beam focused and tracking going through a dynamic atmosphere which wants to spread the energy. This was the challenge for ABL. ABL worked but was not able to reliably do its mission from safe (outside enemy missile range) standoff distances. Shooting down a missile at tens or hundreds of miles is not like shooting down an Iranian drone hovering three miles away.
