As if the Republican Party hasn’t pandered to those groups ad nauseam over the last 50 years. Less successfully then the Democrat Party, but the same pandering nothing less.
The opposite approach would be to abolish quotas that benefit favored groups, but cause resentment in the non favored parts of the population. This would be unpopular and politically impossible, but we’re never going to be able to out “me too” the Democrats.
Rove’s position will turn off Trump voters. Trump voters seem to turn off some suburban woman and college educated men.(depending on geography)
I don’t see any solutions at this time.

Trump did exactly that with minorities, by shifting GOP focus on working class jobs. He made big gains with Hispanics in the Rio Grande Valley and even California.
“Traditional” country club whitebread Republicans Biff and Buffy most likely voted for Biden. They are liberal on social issues and do not care about babies, borders or bullets. Or traditional family. And they definitely want to keep their illegal cheap labor.
I would actually be quite OK if in return for the 11 million working illegals amnesty, we sent 11 million white liberals the other way (with a proviso that they never return). Not sure that Mexico would agree to the trade though.
Rove does realize more minorities voted for Trump then any Republican in 60 years right...then again it’s Karl Rove who still lying about his Reagan campaign ties
I say we encourage Biden's Third World invasion to encamp in suburbia next to Biff and Midge. Give it a few months and they'll be voting for Barron Trump.
