I believe so. There are numerous reports that Jeffrey Dahmer spent much time studying the Bible, repenting of his sins, and even was baptized for the forgiveness of sins before he was murdered in prison.
Only God knows for sure, but I cannot see why a truly repentant Jeffrey Dahmer is not rejoicing in heaven right now.

I’m Catholic. I’d like to think Dahmer is punching a clock in purgatory for a few millennia first.
