Buried in the article, straight from Pelosi’s Deputy Chief of Staff, Drew Hammill, we find the smoking gun of who is responsible for the NG not being on alert and ready to be called in.

It wasn’t the Speaker who was responsible. It was a ranking member of an administrative committee. Apparently, “Member” Davis was responsible.
But the speaker still is responsible. You can delegate authority, but you can’t delegate responsibility.
