Ithaca Mayor Svante Myrick this week announced a plan to replace the city’s police department with a new Department of Community Solutions and Public Safety.
The proposal, part of a statewide police reform effort, is now up for public comment and requires legislative approval. If passed, the city would install a civilian department leader to oversee two divisions, an unarmed force of “community solution workers,” and an armed division focused on responding to and investigating crimes.
Officers would have to reapply to keep jobs as armed “public safety workers” with the city.
The proposal acknowledges that in some ways, the measures would “defund the police,” but ultimately, just as much of the city’s funding and resources, if not more, would go toward public safety.
The proposal calls for the city to reallocate the police department’s $12.5 billion budget – which includes 63 sworn officers – but would not reduce overall funding.
In a statement, Myrick said the proposal was the result of a community dialogues, in meetings and protests especially over the last several months and years.
“… The men and women of the Ithaca Police Department have performed their duties with admirable skill and professionalism, but for too long the answer to every human behavioral problem in our City has been to call the police,” Myrick said. He called that practice “impractical” and “cumbersome,” and said it exacerbates homelessness, mental illness and addiction.
Myrick unveiled Ithaca’s plan in a 98-page draft report, that also covers police reform efforts in surrounding Tompkins County.
The reforms are part of a statewide reform effort authorized by executive order last year by Gov. Andrew Cuomo. Police departments across New York state are required to develop reform and “reinvention” plans by April 1 if they wish to retain state funding.

OH. I want to be on the unarmed dumbass squad.
Exactly what I was thinking! “the police department’s $12.5 billion budget – which includes 63 sworn officers” What? Maybe that should be million?
The police union *should* be on that in a heartbeat. But there are no guarantees.
In their position, the union should first collect resumes from all officers, and actively look for job openings in other cities. If the mayor still didn’t take the hint, which is likely, have a “blue flu” strike, in which almost no officers show up to work for 1-3 days.
Make sure all the civilian powers that be know what is going on, so they can arm themselves and hire armed security, so that when the criminals try to rampage, a bunch of criminals get shot.
You really can’t play games with people who are this stupid. Only when the fire is under their butts will they change their mind. And some, of course, are so dumb that half their ass will have to melt first.
No, Cambridge MA has already claimed that title.
Armed and unarmed police aka current and former... this is how they will replace the police with blm activists and communists... by getting half the force to qui on their own and then doing it again.
This is how policing is done in Europe. the Brits have unarmed bobbies and armed tactical police. The French have unarmed traffic and beat cops and the national armed police forces two actually the Police nationale and National Gendarmerie . It doesn’t take guns to write a speeding ticket. Police need to go back to being civil servants who work for us the taxpayers and not jackboot storm troopers.
N.M. has lost and have had shot at many state troopers to the everyday traffic stop. The interstate drug runners would love to see the European model of unarmed traffic police I bet.
Really??? I am going to take Criminal Justice classes——go thru the police academy-—and then I am going to be UNARMED to do my job?
NEVER
That’s more of an issue of procedure. It used to be that more cops died when they answered domestic dispute calls, but procedures changed (separating the warring factions first) and that became far less dangerous.
The car pullover procedure should be the same for everyone. The cop will approach your car with his camera running and his Tazer drawn. Any sudden moves and you’re zapped. Even gramma. You’ll survive, and so will the cop.
Tazer won't work real well when they start shooting before you even get to the door.
Not every procedure covers every eventuality. Cops still get killed in domestic disputes, just a lot fewer than before. It is no reason to develop a good procedure that saves lives.
Oops. It is no reason to stop developing such a procedure...
Maybe they should make that city administration into 2 groups. One,Mayor and all executive function personnel in the “no police protection group” and the second the workers that actually run the city with normal citizen protection.
