I like others wonder about the water. My little town in California has two water tower. Sure it takes electricity to pump the water up into the tower but the water distribution is by gravity. I don’t think cold weather affects gravity (but then cold weather does cause people to fall a lot).

Umm, they didn’t realize even if the water isn’t running you could flush the toilet by just dumping enough water from any other source into the tank or bowl? Unless the drain pipe is frozen, scooping waste into garbage bags is highly unnecessary...
