White House Press Secretary Jen Psaki told reporters on Tuesday that President Joe Biden has not ruled out using executive orders for gun control.
When asked if Biden still intended to use executive action on gun control – a vow made during his campaign – Psaki responded, “The president has a range of actions at his disposal … he hasn’t ruled out either of those options.”
Biden’s campaign website boasted about his record working with legislative and executive actions during the Obama administration, pointing to “two dozen actions” the administration took after Biden was tasked with heading gun control measures.
Biden’s campaign website also stated, “Biden will also use his executive authority to ban the importation of assault weapons,” in addition to working with Congress to “ban the manufacture and safe of assault weapons and high-capacity magazines.”

DemonRat socialists fear American private citizens with semi-automatic rifles because those weapons are generally considered to be the minimum standard for use in a violent rebellion against a tyrannical government (with a military and law enforcement equipped with fully automatic rifles and heavier weapons) which no longer adheres to the Bill of Rights.
The events during 2016-2021 clearly revealed that the constitutional republic of the United States has been subverted by deep-state bureaucrats led by DemonRat socialists embedded from the Obama administration and the internal collapse of our institutions (academia, churches, corporate boardrooms, arts/entertainment/Hollywood, government @ all levels, news media, non-government organizations, non-profit foundations & service organizations, and unions) hollowed out by the abandonment of orthodox Christian values by the population at large. The rule of law has likely been overturned for the foreseeable future. The Biden administration controls the executive branch (and likely will exert tremendous influence within the judicial branch), the House of Representatives, and has tenuous control of the Senate. It is the Senate where the final battle for the 2nd Amendment will be fought during the next 2 years. The DemonRats have 48 Senators and 2 Independents who caucus with them. So the split is 50-50 with the Republicans, but the President of the Senate, VP Kamala Harris, is the tie-breaker for the DemonRats. There is only 1 DemonRat Senator, Joe Manchin (D-WV), who might balk at attempts to gut the 2nd Amendment. Unfortunately, the GOP has 7 Senators who voted to impeach POTUS #45 DJT a second time. And several of them could very well vote with the DemonRats against the 2nd Amendment, e.g., especially Susan Collins (R-ME) and Lisa Murkowski (R-AK). If the Senate votes to change its debate rules and eliminate the filibuster, then the 2nd Amendment will be at its greatest risk of being gutted. If the Senate votes, as it is expected to do, to admit Puerto Rico and Washington D.C. as states, then the 4 Senators they will send to the Congress will also likely be DemonRat socialists, further cementing their control of the Senate. And if POTUS #46 JRT determines, as he is expected to do, to expand the seats on the SCOTUS from the current 9 to as many as 15, then he will succeed in packing the SCOTUS with an overwhelming majority of socialist nominations which will ensure the demise of the 2nd Amendment, and for that matter, probably the entire Bill of Rights.
Below is a list of gun control measures that are likely to be brought up on POTUS #46 JRB's watch during the next 2 years (before the mid-term elections in NOV 2022 and if he lasts that long in office - but Kamala will be there to pick up the torch and run with it when he falters and she succeeds him.).
1. Revision of the National Firearms Act (NFA) of 1934 which currently regulates the "transfer" (sell/ loan/ lease/ gift/ bequeath) of "weapons of war" (fully automatic rifles/ assault rifles/ battle rifles (Browning Model 1918 automatic rifle), sub (Thompson Model 1921)/ light/ heavy machine guns, and other military ordinance, e.g., mortars and hand-held rocket launchers). It also includes sawed-off rifles and shotguns, and suppressors which were popular with Great Depression/ Prohibition era outlaws. The NFA requires an extensive background check (the cost of which could be required to be paid by the applicant) and a $200 federal tax stamp per item. It includes a permanent registration (i.e., a national firearm registry already exists for these Title II weapons) of the firearm and restrictions on the transfer of the weapon to other parties and transportation across state lines. The 2020 pre-election talk by Joe Biden was that the NFA would be expanded to include all "assault-style" rifles (semi-auto rifles that look like their fully automatic/ military assault/ battle models). An extreme interpretation could mean all semi-automatic rifles. It would probably be made retroactive to mandate current legal owners register their "assault-style" semi-auto rifles and magazines with >10 rounds capacity (U.S. military typically uses 30 round magazines for their assault/ battle rifles). However, this approach failed in the states of NY and CT in 2013 when those states passed bills mandating registration in the aftermath of the 2012 Sandy Hook Elementary School mass shooting. The vast majority of private citizens who owned these firearms refused to comply because the state governments simply didn't know who owned the weapons and therefore had no way to enforce it.
2. Repeal of the clause in the Firearm Owners Protection Act (FOPA, aka the McClure-Volkmer Act) of 1986 which prohibits the federal government from creating a national firearm registry for Title I firearms (i.e., the vast majority of firearms that are not covered by the NFA 1934). Then immediately follow up with a bill to create a national firearm registry using ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) Form 4473 records which have been used in all FFL (Federal Firearm Licensed) dealer sales since the Gun Control Act (GCA) of 1968. The Hughes Amendment to the FOPA restricted sales of new machine guns (those manufactured after 1986) to law enforcement agencies, and of course, the U.S. military.
3. Revision of the Brady Handgun Violence Prevention Act of 1993 (aka the Brady Law) with respect to the NICS (FBI's National Instant Criminal Background Check System) which went active online in 1998. Most checks take a matter of minutes, but the law states that it can take as long as 3 days, and if the results are inconclusive after 3 days, then the purchase request must be allowed. I anticipate the search time will be extended and/ or inconclusive checks will be ruled as denial of purchase.

Resubmit a revised version of the lapsed Public Safety and Recreational Firearms Use Protection Act of 1994 (aka the Federal Assault Weapon Ban (AWB) of 1994) which banned the sale of some semi-automatic rifles based on cosmetic appearances that made them look like their fully automatic military versions. The bill had a sunset provision of 10 years written into it. Crime studies conducted after the sunset in 2004 indicated minimal, if any, reduction in criminal shootings with the still legal semi-auto versions. The new bill would mandate a permanent ban on the ownership of all semi-automatic rifles and possibly semi-auto shotguns. The justification will be made that it is for the "public safety", i.e., to deter the proliferation of mass shootings in public schools and the perceived rise of "right-wing white supremacist" terrorist bogeymen. DemonRats will also argue that semi-automatic rifles (and some semi-auto handguns) can be manually "bump fired" to shoot at the same cyclic rate as automatic rifles, e.g., 600 rounds/ minute (rpm). That is what the monster did in Las Vegas during the 2017 Route 91 Harvest Music Festival when during a 10 minute shooting spree he used 22 semi-auto rifles to shoot dead 59 revelers and wounded 411 in the deadliest mass shooting by a single shooter in U.S. history.
5. Repeal of the Protection of Lawful Commerce in Arms Act (PLCAA) of 2005 which protects firearms manufacturers and FFL dealers from being held liable when crimes have been committed with their products.
6. Revival of POTUS #44 BHO's Operation Choke Point by which federal regulatory agencies will threaten private financial institutions with costly audits if they do not tighten/ restrict/ deny loans and/ or credit card transactions with firearm manufacturers and FFL dealers.
7. Resubmission of the U.N. Arms Trade Treaty (ATT) of 2014 to the U.S. Senate for ratification. It includes export/ import controls that would require officials in an importing country to collect information on the "end user" of a firearm, keep the information for 20 years, and provide the information to the country from which the gun was exported. In other words, if you bought a Beretta Shotgun, you would be an "end user" and the U.S. government would have to keep a record of you and notify the Italian government about your purchase. That is gun registration. If the U.S. refuses to implement this data collection on law-abiding American gun owners, other nations might be required to ban the export of firearms to the U.S."
8. Passage of a new bill in Congress to implement universal background checks (UBC) on all firearm transfers (aka, incorrectly, "closing the gun show loophole"). Currently private citizens may transfer firearms among themselves without any federal government background criminal checks. Some states and localities do mandate a record be made of such transfers. The federal UBC would necessitate the 2 private parties to use (for a nominal fee of course) an FFL dealer to initiate a NICS with the FBI before a transfer could be completed. It also would include documenting the transfer with an ATF Form 4473.
The DemonRat socialists end goal is to eliminate private possession of semi-auto rifles, if not the outright repeal of the 2nd Amendment. The interim step to this end would be the establishment of a national firearm registry using ATF Form 4473 records to identify who owns what weapons, i.e., you cannot confiscate or "buy back" the guns if you don't know who has them. Government would then mandate that citizens in possession of semi-auto rifles that don't have current ATF 4473 records must proceed to FFL dealers and register/ apply for new ones. A big information void exists of those firearms which have already been transferred in private transactions since the creation of their original ATF 4473 records (going back as far as 1968), i.e., there is no record of who owns these firearms now. As in NY & CT in 2013, it would not be surprising if the majority of such firearm owners quietly refuse to comply. But in the DemonRat socialist mindset, any identification leading to partial confiscation is better than none at all. The probability of positive identifications would be expected to be high on ATF 4473 records that are <10 years old. And there has been a huge, continuous run on semi-auto rifle sales since POTUS #44 BHO was elected in NOV 2008. One could imagine a "1984" scenario where "Big Brother" would implement a reward system for informers to report on their neighbors. Another scenario would involve more tightly controlling the sale of ammunition which could indirectly point to citizens who might own "assault-style" semi-auto rifles, e.g., .223 cal./5.56 mm, 9 mm, and .308 cal./ 7.62 mm. A nightmare scenario would be to weaponize the IRS to levy financial penalties on those determined to be in non-compliance with registration. Few could withstand that level of financial pressure. In a nation without the rule of law one could envision the state putting the burden of proof of non-ownership on the citizen. "I lost my gun in a boating accident" would not be acceptable. You could be put on a list for a stay at a re-education camp. LEOs (law enforcement officers) would not have to endure the high risk of executing "no knock" searches/ confiscations. Of course, the state could still order such raids on high profile citizens suspected of non-compliance to make examples of them to intimidate the sheeple. It is not too far fetched to imagine the DemonRat socialists doxxing these private citizens and making that information available to BLM and AntiFa so they could administer rough/ street justice.
Other legal measures (state and/ or federal) could be passed to control/ harass/ intimidate/ disarm private citizens who own firearms such as ...
1. Require a secure storage safe/ locker for keeping weapons in the home ($$$) including periodic inspections.
2. Require periodic firearm training ($$$).
3. Require liability insurance for keeping firearms in the home ($$$).
4. Assess new taxes on firearm and ammunition purchases ($$$). This can be justified as social justice outreach through distributing the tax revenue to (1) hospital e-rooms that treat GSW (gun shot wounds), (2) public awareness campaigns against gun violence, (3) victims of firearm violence, and (4) programs for gun buy-backs.
5. Repeal "castle" doctrines.
6. Re-instate waiting/ "cooling off" periods for purchase of firearms.
7. Re-instate limits for the number of firearms that can be purchased over a certain time.
8. Repeal state reciprocity laws that honor CCP (concealed carry permit) holders from other states.
9. Repeal CCPs and constitutional carry laws.
10. Establish limits on the amount of ammunition that can be purchased over a certain time. Ammunition is a perishable commodity, and not just from shooting. The gun powder and primers have a shelf life. And right now we are experiencing a massive shortage of ammunition on store shelves because the market demand is extremely high. The NICBCS has reported for months that it has been setting records for the number of NICS processed. Americans sense that a massive civil disturbance is imminent after watching nearly 9 months of urban rioting by BLM and AntiFa in 2020.
11. Ban FMJ (full metal jacket) bullets because they have the capability to penetrate LEO body armor.
12. Re-instate laws that prohibit firearm ownership of those who depend on others to manage their financial affairs.
13. Pass red flag laws that permit police or family members to petition a state court to order the temporary removal of firearms from a person who may present a danger to others or themselves.
14. Tighten the requirements on FFL dealers so that if they do not sell a minimum number of firearms they must forfeit their FFL.
15. Develop social credit systems (like what the Communist Chinese Party has done) where demerits are assessed for any firearm law violations. The accrued demerits would hinder one's ability to hold government jobs, travel on commercial airlines and municipal subways, access the internet, raise the price of insurance, diminish your chances of securing a loan, etc. Offenders could also be forced to wear wireless trackers.
16. Outlaw private organizations whose purpose is defending the 2nd Amendment, e.g., National Rifle Association (NRA), Gun Owners of America (GOA), National Shooting Sports Foundation, Citizens Committee for the Right to Keep and Bear Arms, Firearms Policy Coalition, National Association for Gun Rights, Second Amendment Foundation, and The National Firearms Act Freedom Alliance. Justify it as critical for the national defense against "right-wing white supremacist" terrorist bogeymen.
