Most of us would.
We live on a dog legged culdesac. Our home is on the first leg and is on a fairly level area about 220’ elevation as measured by my portable Garmin GPs.
Then, the next 200+ yards the elevation goes to 490’+.
So if you are walking, running or riding a bike, you need to be in good shape to get from our level to the nearly 500’ level.
3 years ago during our big forest fire and heavy smoke, I was told to wear a N95 mask when walking (my daily exercise).
Wearing the mask wiped me out about 1/3 of the way up.
Since then, we try to warn mask wearers heading up hill to be careful.
It is usually windy and there is zero need for any mask.
Good.

Most masks have two or more layers. What this prohibits is the use of bandana or scarf.
Congress won’t touch this. One side gets to use this issue to grouse, the other side can crow. Nothing better than grousing and crowing without acting. No accountability, vote for me!

A single mask is layered. A single mask already has 2 or more breathable layers. The current mask already meets the definition.

You won’t suffocate, although breathing will continue to be more difficult. The air will continue to flow in and out around the edges of the masks. That’s why glasses fog up.

The order is extreme but as others have pointed out it is not two masks despite the headline (consider the source) and it is not that "the coverings need to be at least two or more layers of breathable fabric." A little reading of the actual order states that "Cloth masks should be made with two or more layers of a breathable fabric that is tightly woven (i.e., fabrics that do not let light pass through when held up to a light source)." and "Medical masks and N-95 respirators fulfill the requirements of the Order." (My flashlight can get some light thru thru N95 masks.)
This follows a CDC mandate (CDC—No Longer Constrained By Trump—Issues Order That Makes Not Wearing A Mask On Public Transportation A Federal Crime) requiring masks on all Fed property and roads but with one notable exception (besides others:
Interstate traffic does not include the following: (i) The movement of any conveyance which is solely for the purpose of unloading persons or property transported from a foreign country or loading persons or property for transportation to a foreign country.
I live some among mostly immigrants (thank God) but do not wear use public trans or Fed roads.
