I’ll tell you this. That ridiculous word salad was in no way written by Joe Biden. Some other group, of several people concocted that and Biden attacked his name to it to put it out there.

You read that and that’s not Joe Biden’s rambling disconnected thoughts. That’s a position paper written by a group and Biden willingly become the “voice” for it. IMHO
