States have many factors to consider when allocating their scarce vaccine doses: the age of recipients, medical conditions that put people at risk, and jobs that put workers in contact with the public, to name a few. A committee in Oregon is considering an unusual recommendation to allocate vaccines by race. The proposal is intended to address inequities but would invite legal challenges to a vaccination program that has already been off to a rocky start.
The state's COVID-19 Vaccine Advisory Committee is a group of 27 individuals tasked with devising "a vaccine sequencing plan focused on health equity to ensure the needs of systemically affected populations, including communities of color, tribal communities and people with intellectual and developmental disabilities, are met." The committee's members include representatives from health providers as well as community groups such as the Oregon Pacific Islander Coalition and the Somali American Council of Oregon. Although decision making responsibility ultimately lies with the Oregon Health Authority and Governor Kate Brown, the state has pledged to follow the committee's recommendations.
The committee concluded its first meeting in early January unable to agree even on endorsing the efficacy of coronavirus vaccines. (Both the Moderna and Pfizer/BioNTech vaccines are remarkably effective.) At the most recent meeting on January 21, the committee deliberated who should be next in line for vaccinations after healthcare workers, senior care residents, teachers, and several other groups.

Oregon was the last state to stop Eugenics/forced sterilization. If I were of enhanced melanin, I would avoid them like the plague.
That phony excuse for racism was made a few times as trial balloons. “The persons of color communities have had a worse surge of Covid cases due to racism.” (How??) “Disproportionate numbers of blacks get Covid. (Why??)
So save the persons of color and let the whites die? Will that be the precedent for all such matters from now on?
By the way, the singling out of one race is called “racism.”
Until taken off the books, there are many laws against racism.
Here in Indiana, minorities are shunning the vax.
In my county it was a whole month wait, I signed up in the ‘hood and got the vax two days later.
Since the vax is funded by the fed gov, local govt has to accept all takers, even out of state.
Nurses told me it was all white people coming in.
Since I learned on FR that the Moderna will kill me in 14 days, I’ve only got 3 more left here on FR.

Blacks are at much higher risk of hospitalization/death from Covid-19 and are more reluctant to take the vaccine.
Tuskegee Experiment, etc. etc. Not only do they need to allocate vaccine, they need to convince Blacks to take the vaccine.
Now this is NOT due to alleging racism on this matter, as I know from personal experience many of the people in question are definitely white (my former neighbors for example) but here goes:
I heard today that Oakland County Michigan public health staff already drove to the Section 8 houses and apartments and gave the people Covid vaccine shots. These were ahead of others in the order for the “tiers” in Whitmer’s Michigan (my state) including sick and elderly people waiting for shots someday later. The Section 8’s were young and old, black and white.
My wife’s sister in NY (neighbor of Hillary) just tested positive for Covid. She was not able to get the shot earlier. Diabetic and age 70.
She owns her own house and it is not a Section 8 freebie. I pray that she makes it.

The boilerplate/reflexive answer is "Because of of poverty and crowding".
I am a little skeptical of that explanation. Japan has a lot of crowding, and doesn't have too much COVID-19.
And poor people in the US have more living space than middle-class people in Europe.
It's not just just COVID-19 -- Blacks are more susceptible to other RNA viruses, like HIV and Hepatitis C, too.
