The only purpose of a mileage tax is surveillance.
A per-gallon tax (like we have now) raises funds equally well and has many advantages:
1. It already exists, so does not require a massive new tax-collection & surveillance system.
2. It incentivizes the use of fuel-efficient vehicles, so it is environmentally friendlier.
3. It incentivizes the use of lighter vehicles that cause less wear & tear on the road. A 3000-lb Prius pays less tax per mile than a 6000-lb Suburban.

I drive an import.
It does not drive miles. It drives kilometers.
So a tax on miles does not affect me.
Only one example: The Interstate Bridge connecting Portland, OR with Vancouver, WA charged tolls from 1917-1929 and from 1960-1966, but charges no toll now.
Mine went down, plus I've gotten two small rebates. Esurance.
You forgot bridge tolls and highway tolls. The even made that easy to collect - EZ-Pass.
Since big ugly cities are democrat hellholes where ‘elites’ don’t need cars - and the poor can’t afford them this ‘new idea’ helps democrats... and hurts working Americans in flyover who drive to their jobs.
It’s also an incentive to get citizens to move to democrat hellholes...
In short it’s a horrible idea filled with hate for traditional Americans. What a surprise /s Dog bites man.

Of course this new tax is coming from those who use limousines, private jets and other privileges all paid by taxpayers!!!!!
They do not use the Metro either!!!

Yes, such a crafty group aren’t they?
Son won a college coding competition when he was 19 years old. We were incredibly proud of him - not that we understood a single thing about it, we didn’t. He swept all the categories except for one, where he took second place. The prize was a tour of Space X with two guests, he took me and his father. I just wish his grandfather (physics and math professor) were alive to see this, his legacy.
They are our pride and joy even though what they’re doing is a mystery to us - I have to have my son help me with the TV remote (three of them, each with a different function).
